Hello again after a long while SG, I hope you have been well. I have been getting myself better, hence the reason I was away for some time, besides the related following reason...

Due to being in a store (Turkey) with below the average price, or however Steam sees it, I am unable to send RoW gifts, or even any gift outside Turkey for that matter (it was after this change I stopped being as much active in SG too, sadly). Now however, I have a lot of trustable people outside the country, and have heard that as long as they can set up a store in their region and spend something, Steam creates a separate wallet for that store as well.

So my curiosities are as follows:

  1. I won't sell any market stuff in those regions, so I'm guessing I will still be tax-free?
  2. What is the region that is best in price & still can gift RoW? My main gift target will be UK, but preferrably store somewhere cheaper, since even USN or JPY is.
  3. If I set up a store in the said way, can I keep my current store intact (Turkey) and freely change it (to the RoW gift region) as I wish? Or would I always need the respective VPN for that region to do so?
  4. Alternative: Can I set up a seperate account for this matter in similar procedure?

Thanks for any answers by now, sadly no giveaway in this, however if you can help me solve this issue I may be able to update it before the sales end. :P

Goes all fine and dandy, I can select who to send, and then right before I toggle payment option:
"Due to regional price differences, the gift you are trying to send cannot be sent to the recipient's region."

yeah that applies: you cant send a gift to another region because of the diffrence between pricess still you can change your region to where you want to send i guess that the only way

I am not sure if you are able to do that honestly it is the first time i am hearing it but if you can set up something like you will pay taxes depending on store. For Europe it's called VAT or something not sure. So prices are a little higher.

Also if you are not sure which region can gift to others, it has to be in a %10 price difference range. Applies for above of the price. Other questions i dont know much.

Edit: But i highly suggest you to use row key sites like humble or fanatical or even indiegala (if you want to give away some cheap stuff). There is also GMG but it brought regions too so you gotta check for it before buying.

The limit is 10% more than your own region. There's no limit below the price in your region. I'm from europe which is often in the top 3 most expensive regions and normally I can send a steamgift worldwide.

  1. No. Depending of region you choose, various taxes can be applied to purchases.
  2. There is no such region. After steam introduced regional pricing some games are cheaper in some regions and some more expensive in the same region.
  3. To change steam store region you need to be in that region when you add local credit card (for example Argentina's CC in Argentina region). When you change your region all your current money in wallet will be converted. Changing of steam regions (if I'm not mistaken) can be done once per quarter.
  4. Yes, you need VPN and credit card of specific region (or buying steam wallet top-up's on gray stores)

I don't think they need VPN after region is set. At least I used my account while being abroad and it did not required VPN. Not to mention that using VPN my cause ban.

That's correct. Yet you have to set up that specific region somehow.

At least I used my account while being abroad and it did not require VPN.

Two different things. If you have already set up a region you can use it anywhere. To set up the region (for example you live in US but want Argentina's one) you need a VPN to fake location.

Not to mention that using VPN my cause a ban.

And dozens of other things. As long as you will pay in real money for Steam they don't give a shit.

No, it's not like that. It's just that they don't check everyone, and there is no any automatic system for that too, AFAIK. But if you are reported for something they may also check for VPN too, and give you a ban.
