RU gifts

A guy is trying to sell me a RU gift but he claims this gift can be activated and played in any other country. People always told me RU gifts can only be activated in russia, unless you use a VPN.

It means it's purchase restricted but not activation restricted. Only people from the listed countries can buy it but anyone can activate it.

Actually no, other site with database was showing "only allow run from countries" etc., but for some reason steamdb is different. Anyway it means you can't activate it.

The gift can be activated from any country, at least for the Deluye Edition I can confirm this. Funny thing the Deluxe has no RU+CIS Tag in the gift description but after activating it, it says under you account history "Assassin's Creed Black Flag Digital Deluxe Edition (RU+CIS)". Was there ever a Uplay game that was restricted?

There are games that can be redeemed in any region and you'll get a copy with the ROW in the title of the game on the redemption screen.

Purchase of that particular gift is restricted to the RU region, but it can be redeemed anywhere. I have copies of Resident Evil Revelations and Tomb Raider that are similar restricted, but are perfectly playable.

I guess you meant Tomb Raider Collection, which doesn't have any region locks at all, while Tomb Raider is region locked.

Nope, I meant Tomb Raider 2013. I was gifted an RU-tagged copy, which I was able to activate and play just fine.

Read the thingy about SteamDB You should be fine, but please note that Steam sometimes changes region restrictions of prepurchases, from what I've heard.

AC4 hasn't been released yet, so you can't know for sure that game will be playable in your country after VPN activation.

Not every tagged gift is restricted. Some are only censored, but there are also ones without any differences, e.g. this one: http://i.imgur.com/5QAX2Gr.png

I know people who used VPN to activate games and they didn't get banned. I also never heard about anybody being punished for that.

A few weeks ago I heard of a case where Steam changed a ROW preorder copy of Saints Row 4 into the Australian cut version and since this is basically the same as a region restriction, I guess Steam can do that.

there is one thing, if you get the RU version, I am sure you can activate it without using VPN for now. maybe you can play it after release. However, it is tagged as RU+CIS in your acc history. This means you only have the access to RU version of this game in steam game database. If Ubi decides to lock the RU version, you cannot play it outside RU region. This could happen since Rayman legends. Rayman was ROW even in steam RU store, however, 3 days after release, Ubi changed their mind that they made rayman RU version. Then all purchases made in RU will be tagged as RU and have region lock. So don't know it Ubi would change mind again.
