What do they mean when they say "exploited keys"?

Talking about the Sticky posts. There's a bunch of games that can't be given away because the keys are exploited, but I have no idea what that means. Can someone explain it to me or link to an explanation please?

Games of keys that have been available for free in high quantities are generally removed from the giveaway creation list option.

Games that have been massively given away, or had a major pricing error, or were stolen (yeah, delivery truck full of key codes have been highjacked).
