You can't go down a level, unless it was the game that just got you over the level. However, if it's a bundled (or heavily discounted) game, as others have said, the CV you get may be adjust slightly, and this normally happens within a week or two - wouldn't normally affect giveaways that ended months ago.

I'm going to take a guess here, but since you gave away the game Massive several time if it got bundled retroactively, that could bring you down probably a level or two.
You can look on the reduced CV list to see which game have reduced value and from when they did here

Only people giveaway the game when it goes bundled get partial CV
Because 90% of game will eventually goes bundled, so if today you giveaway a full value game and suddenly 1 year later your CV drop like hell because that game goes to bundle. Not fair at all

Unfortunately, items don't always get added to the bundle list when they should, so CV can be retroactively affected.

also like tzaar said, that's how it works now, except that the bundler isn't on sg 24/7, so it may take days to have games added to the list and bundled with a previous date (when the game was bundled/discounted/price-exploited).

You can create your own games on steam, and never make them bundled or too much discount.
