After 7 days, ask for a new winner. IIRC, the option will be available after 3 days or so, but you should wait 7 days until you do so.
In the meantime, you should keep trying to contact him either through email or Steam. You never know.
Edit: aaand I just saw that your giveaway ended a week ago. Yeah, ask for a new winner.

You could attempt to prove delivery in a support ticket, I reckon they'd already believe you if the game is in their library.

In my first steamgift the user who won has been for a week disconnected, but today says that has connected just 10 hours ago. The matter is he hasn't still answered and my contribution is still at 0.00$... ¿What can I do?
PD: I've been looking for another topic and the FAQs but I've got nothing clear...
