It was on sale for that price a few weeks before the Summer Sale, so it'll certainly be that price again, but I doubt it'll get lower.

Do you think you'd be likely to play it between now and a couple of months from now (i.e. the next time it'd be on sale for this price again)? If so, then buy it.

If you enjoy the setting and fast paced gameplay, with a good dose of gore, Hotline Miami is a go. For that price it's a steal!

Edit: You didn't buy it yet. Go get that game! It's goddamn amazing. One of the few from my backlog that I actually went through with finishing.
