I think most of the keys came from one of the Twitch channels (at least I've got it from such source)
Activated as https://steamdb.info/sub/653610/ with ReleaseStateOverride=released, could be that developer decided to revoke most of the keys that he/she sent as a promo

Thanks, bit late, and as a MMO pvp that seemingly isn't populair to begin with, not a very smart move.
He could use all the players as it is.
