Anyone who's an active member on SG will check out the current discussions, and enter Invite-Only giveaways.
The people in your Whitelist or Groups you are part of who don't check out the discussions aren't exactly "active" members, and from my experience they will generally miss Whitelist/Group giveaways as well if they don't login much.
My recommendation is usually just do an invite-only giveaway. This won't affect the ability of Whitelist/Group members to enter as well.
IF YOU DO THIS, I recommend making the giveaway longer than just one day. At least 3 days, and maybe as long as a week would be recommended.
the other option is to create a Whitelist/Group giveaway as cdr has suggested, and then create a discussion where people can request to join your Whitelist (though it's not recommended - there are a lot of people who you probably won't want on your whitelist).

There is at least 1 reasons for which I would like to have such option - mixing free access for my WL/group members and Jigidi access for the rest of folks. So, yes, I would like the ability to mix, but it's not something critical to me. We can always circumvent the lack of it, it's just a bit inconvenient.

Group/whitelists giveaway links are available for everyone.
Invite-only giveaways can only be entered by those, who have the link to it.
So, Group/Whitelist + Invite-only would be equal to... public giveaway.
Your suggestion is already possible, go use it)

After thinking of all the answers here, which some I don't agree but I see pointless to argue on different opinions, I see there's a factual flaw in my request. I was mixing "public" as "everyone can enter" and "everyone can see". And for my request to work, then the GAs which mixes invite-only with wl/groups should be invisible to anyone not in wl and those groups. So that would make the whole thing more complex than I'd thought to implement, even if choosing the simplest way.
Yes, for a few days I was bugged because I couldn't mix both options, but I was more bothered about not being able to do them than interested to think about the effect they would have - they simply can't work together in the current system.
I could blame my current medication, but it was simply an oversight by a too enthusiastic SG member. My excuses for not giving it a 2nd thought, and thanks everyone for your input.
(WAY WAY better than the negative+toxic answers to suggestions I've made in Steam Community).

I recently did a small GA for whitelist and a couple of groups, and I also wanted to put it in some invite-only thread like "Don't like bots?"
However I can't mix whitelist/groups with invite-only. I guess it's some system limitation, but if not, would it be possible to select both options? I guess not many people would use it, but surely there'll be people who could find a good use.
Or maybe this has been discussed before and it was decided it was better to have it as mutually exclusive options. Thoughts?
