It has been around for more than two years. If it was real, I'm sure Valve would have made efforts by now to solve the exploit used.
Nothing can happen to your PC by just accepting a friend request. Steam simply doesn't have any function that they could exploit that way through accepting a request.

It is a virus.Tell it to everyone on your list because if one person on your list adds him or her, you get it too. It is a hard drive killer and a very horrible virus.
