Those copies are from RU store and with some kind of trick the copy you buy end up as a normal ROW gift without RU tag and without lock, it's something similar like the trick how you buy 4packs as a tradeable gift.

i dont think you will be banned. Max is that gift may be revoked. This exploit is used by only few russian traders and all of them with a high rep on steamtrades.
And it has nothing to do with 4pack bug. This region exploit is bannable. And usually when a trader gets banned, he just creates a new account for trades :D You may see a lot of traders with accounts having like 10 games but 2000 keys in backpack or 200 games at inventory. They still use their main account to play games and other stuff, but since its locked (u can use market and store) they have alt trade accounts.

Each country have different price. It is because "purchasing power" is not same in each country and different currency have different value. In russia are games about one third cheaper. Sometimes half the price. That is reason why most of games on russian steam are region locked.
