I wanted to share my experience with the tool itself at
http://www.sgcv.tk/activation
The second field requires either the winner's Steam vanity name or community ID number. I found with the vanity name I got a ton of false positives that I had to check by hand, particularly if the winner had a lot of wins. That made manual checking a really difficult process in some cases. It also seemed to disproportionately affect people outside the USA with a greater number of false positives.
By contrast, I discovered that using the community ID number greatly reduced the false positive rate. This is really easy to find if you have the Enhanced Steam plugin installed on your web browser. Just click over to their Steam profile, find and click on SteamRep in the right hand column, and the ID comes up highlighted on the page it opens.
Maybe I'm posting something that most people knew already, but if this tip helps others reduce the burden of doing the all-important wins check then that's a good thing. :)
