If there is a problem with a giveaway, always contact the creator first and try to find a solution, in this case he either needs to provide a working key or you accept a reroll/deletion BUT if the key is locked and the giveaway isn't then high chance a reroll will be useless since high chance the next one will have the same problem.

Support will not approve a re-roll request for a giveaway with incorrect region restrictions. Reason being the chance of the next winner not being able to redeem the key either are high.
As stated, your options are either get a replacement key from the creator, agree to a deletion, or mark the key as not received (7 days after the win).

So I entered a giveaway, won it somehow and i received a key that's region locked to RU/CIS regions, I can't either use it and I can't either share it with anyone so i'm kinda in a pickle and have no idea what to do, should I contact the giveaway creator?
