Hi so...

In october I went to russia and came back early december.
While I was there I bought some games using some paypoints that I had found around there. My steam is in rubles right now still.
Games are surpirsingly cheap tho might buy a few.
The thing is I am no longer there and now if i change my region back (EU) won't be able to play those games till (searched on google) for about 90 days when the supposed region lock goes away.

Is there any problem if I keep my region in russia allthough I don't live there? Heard you can get banned for doing "fraudulent" payments on steam store using credit cards and stuff but I never used a credit card. and also cannot use vpn to play the games either because its against TOS.

I do not know of a single real case when someone was banned for this reason.
P. S: Games bought in Russia very rarely have a launch lock, so I think you shouldn't worry about that.

I think yes. Look on the page of the games that you bought in Russia - are there any restrictions on launching.
P. S: Check out the game page The Witcher 2: Assassins of Kings Enhanced Edition.This is one of the few games that have a launch lock if purchased in Russia. This is clearly indicated on her page.

Probably. no problem.

Frequent regional changes can be problematic.

If you're worried, it's a good idea to notify Steam Support about the situation before switching.

no problems with keeping russian region. but I believe you don't have russian bank card or any russian payment service, so you'll have to switch back to the eu when rubles on your acc will run out. as far as I know steam won't allow using bank cards from other regions for payments.
and keep in mind that you won't be able to gift games to your friends from eu while you are set as russian region (too much price difference in almost all cases)
about 90 days launch lock — have no idea, sorry

edit: damn, I misread your question and mostly answered about buying games.
No, you won't get banned if you are playing your games in the EU with russain acc. You can play all the games that you bought in Russia in order to avoid 90 days lock (if it exists, which I don't know) and then switch back to the EU when you will be ready
