i think that should be differnt, cos' if u buy the game is not the same that a bundle, if u give a link is not the same that given a key of the game, i dont know.

Problem there is, there's no easy, efficient way to check if it originally came from a bundle/promotion, and some people hang onto keys from bundles for a while

No it shouldn't be different. and I'm pretty sure you didn't pay $19.9 per key for your giveaways.
You probably bought bundle keys aswell, from a reseller. (not knowingly.)

Appears to be a cap to me, since the math should be like this:
min(Bundle Value, Non-Bundle Value * 0.2)
Giving away bundle games currently will add $0 CV to the account, which, if I'm not completely mistaken, shouldn't be 0. Since every game is (again, if not mistaken) supposed to add at least the minimum bundle value (often $1) to your CV.

Incorrect. Max is $30 if you've only given away bundle games. $25 is free, then you have the bonus 20% of $25, which gives total of $30.

But technically there is a cap after $30 for bundle giveaways.

Afterwards, you get 20% of your non-bundle value. So if you give $100 of bundle games, you get $30 CV. Once you give a $10 non-bundle game, you get an additional $2 from your left over bundle games. So in total, your CV will be $42

Indeed, it doesn't matter how you got them, it only matters that it has been bundled at least 3 times already, two of them still available. So, that game will never give full value, it will follow the bundle rules.
