If you're curious about the dates of previous major Steam sales, I compiled a list here.
Weekend sales are always possible and random, so they're always a possibility. However, those aren't common, and seem to be publisher-based more often than genre-based. Likewise, they're generally only one of those two types, meaning you shouldn't usually see any impact on broader Steam offerings either way.
Rather, the start-of-the-year period isn't typically meaningfully active for coordinated sales, so it's easier to just attribute any lull to that.
That said, I've got 96 items showing up on sale on my wishlist alone, so it's even more likely that it's just Steam bugging out for you. :P

I just saw that there are only six games on sale this week on steam
It shows only seven for me, but others are seeing more, it's a glitch or some such.
