I wrote this comment on Steam, referring to a user who I'm not familiar with (I replaced the username in the quote below with my own, just to be on the safe side):

Tip of the day: If you're curious to find which SG profile is linked to a specific user on Steam, use Enhanced Steam Chrome extension. This way I could find, for example, that the Steam user "Yirgacheffe" (below) is linked to the SG profile: http‎s‎:‎/‎/‎www.steamgifts.com/user/Yirg (was curious who he/she is, given that he/she is so opinionated).

A few points to keep in mind:

  • This was posted on Steam, not SG
  • I didn't say anything bad about the user (being "opinionated" is normally a good thing)
  • I didn't ask to blacklist him/her
  • I didn't say that I blacklisted him/her
  • The user in question made a comment that I did not find funny, though some might

So, can this text above still be considered calling out, assuming it contains a username different than the poster (me)?

I doubt that rule applies outside the site unless you're pestering someone. I see plenty of forums with "Steam Begging" threads (which are allowed)

OPs case of calling out may not apply outside the site though the rules can be read to interpret that it is. My example however clearly states that certain actions related to SG aren't allowed outside of SG.

Depends. Did the user do anything to make certain people unhappy with them, or would linking to their SG profile potentially affect them or their reputation negatively? While it may not be calling out as per SGs rules, it may very well be witch hunting. If, for example, the user has reasons to want to remain anonymous on SG and you link to their SG profile while being fully aware of it, then this could be witch hunting.

It's pretty much impossible to judge without context, really.

I think so, yes. I wasn't happy when I saw his/her comment, though maybe I don't have the same sense of humor. I updated the OP with this point.

So for the sake of discussion, let's say some would see this as "witch hunting" (I don't), does it break SG rules given the points I listed?

From the FAQ:

Use the appropriate avenues for support. If you have an issue with another user, submit a ticket with a user report, rather than calling them out within the community or on the forum.

The key elements of this sentence is "within the community or on the forum". If it was not posted on the SG Steam group, then I'm fairly certain you cannot be punished for it. Witch hunting does not necessarily mean you're calling out, but then again the final say lies within SG's support.

And by that, I mean that if you were, for example, to create a Steam group dedicated to calling out SG users publicly... I'm honestly not sure what would be the consequences. :P

In other words, I'm pretty sure you're safe from being suspended on SG.

I don't think it qualifies since it was on another site.

Imagine if the rule extended to other sites like Steam. Considering the drama that sometimes goes on on SG, some users in private Steam groups would be in trouble.

Just don't use specific profile name to avoid naming and shaming / witch' hunt.
It applies everywhere on web for wherever is the pointed behavior.
Indirects way of referring to specific bad manner are fine I guess.

I saw your comment on that profile before I made my own there. I agree with you, I didn't find their comment funny at all considering what the other person is going through right now. I think the comment you made was handled tactfully. I also learned about a new tool
