Can i run the following games without lagging?
-Fallout new vegas
-borderlands
-borderlands 2
-counter strike global offense

RAM:3.8

You won't have any problem with Fallout 3 or New vegas, I played Fallout 3 to the end with my Intel I5 and Intel HD graphics 3000. Of course, you won't pass the 30fps (maybe 20 or 25), but still playable.

Its kind of unreliable but might give you an idea.

It'll be harsh for most games to play on such a low end system as Intel Onboard graphics are not exactly meant for it...

Combine that w a low end CPU and only a small amount of memory and I'd say "Don't expect any shooter playable beyond lowest setting and take lag for granted."

I hope that can help you. Typing the name of a specific game and the GPU you want to run it on can sometimes help finding a video that will show you how the game runs. Also, games that use the Source engine run on anything.
