Buying and selling accounts is a no-no. Yes, you got scammed. No, you won't get your account. Charge back the transaction and get your money back and in the future don't try to buy used accounts anywhere.
Also there's not such thing as lucky accounts other than xarabas.

If it sounds too good to be true, it most likely is.

I'm sure he sent the luck directly into your account, But as you cannot see it in numbers, You will just have to wait until it starts working. Sadly, The time it takes luck to transfer over is random, it could be instant, it could be a few years.
