You can drop it on forums/chat/give to friends, but you can't make a giveaway on any site or trade it.

Its against the rules if you profit from it in any way. So a key drop should be perfectly fine. Don't trade it or make a giveaway for it or they'll slap the scumbag steve badge you.

Prizes are not for resale, trade or public giveaways but you may give them to friends and post the codes on a forum as long as is not for your own gain.
