Things tend to even out so cards from games with lots of cards are usually cheaper than cards from games with fewer cards. The cheapest badge is imo the one where you need the least number of cards to complete the set.

Buy Defy Gravity, it's just a few cents and has a total 5 cards in a set(by playing you will get 3 out of them if you're lucky)

CS:GO is still the cheapest, but it used to be cheaper before people figured out early in the sale that you could buy all the cards for less than selling one of the new summer sale cards.

If you're using Google Chrome browser, I suggest you install the plugin called "Steam Ninja!" Awesome tool that tells your badge/foil completion costs and more!

They're all almost the same, if you account for the total size needed. Look for whichever you have the highest % completed so far and that will be your cheapest one.

Foils are less normalised though.
