They probably won't have one, and if they do we won't know until it drops. The best deals tend to be during the summer/winter sales. The rest tend to be smaller sales, sometimes you'll get great deals but there won't be as many games that go on sale.

It may be a a let down but usually it is only a let down for those who are cheap and the game they want are not 75% off or more or those buy too many games.
Though giving how Steam like to make money i would doubt the only reason for not having it would raking in money with TI5 compendium sales as you put it.
As having a spring sale would just bring them more money,i think it has more to do with the publishers not doing one for Steam.As steam has tried to cash in with paid mods why they have not bothered with a spring sale still is a bit odd.It is not like Summer/Winter Sale is exclusive to them most other sites have the same type of sales.
Though i was hoping Humble had Prison Architect for 75% off because i am cheap lol

10% great for the charity, but what if somebody has only steam wallet money? For example while I have decent amounts of "real" money, I also had like 48€ in steam wallet and I still have 35, what if I couldn't use my paypal to buy online?. If somebody similarly has a lot of money in steam wallet, they want steam sales, because they can spend it only there.

more like 2 months. Summer Sales were always in July, only last year it was in June, because Dota2 International was in July and it was a big event for Steam and they would have problem handling both tournament and things from it in Store qand Sale at the same time. This year I guess it will go back to July.

When it comes to seasons, Steam only do 1 sale - Summer Sale, which date is never set in stone.
Beside that one, there's Xmas sale (but to not annoy religious people called Winter Sale, even if it starts in last days of Autumn), there's also Black Friday Sale (but to not confuse people who are not having Thanksgiving Day it's called Autumn Sale).
And there's Halloween sale.
There are no other regular whole-shop sales, There are few smaller like Quakecon sale.
