Built in PSUs aren't usually very good. I can't seem to find anywhere that it is an '80 Plus Bronze', meaning its efficiency is less than 80%, so only ~400w are really available for the PC. AMD recommend having at least 500W PSU for the HD 7870, they probably mean a high quality one though. You could try using some wattage calculator, since you know better what else will be sucking power on your PC and how much.

Thank you for the answer, so should I find a replacement psu before I try and turn it on, or would I be able to underclock the gpu for a couple of weeks?
EDIT: I tried to figure out what kind of power consumption I would have, and filled out the calculator you showed me and got 325 watts. I'm not sure if I filled it out correctly.

I'd be wary of that PSU. Too many [reviews for that case] (http://www.newegg.com/Product/Product.aspx?Item=N82E16811147081) complain that the PSU is crap, DOA, or fries with minimal usage. Two things you don't want to cut costs on are the motherboard and the PSU.

If you have the money you'd be happier with an Intel processor. Don't get fooled by the speed and number of cores of the AMD, they all underperform in comparison to Intel processors. Also pre-builds like this try to save money by using lower quality parts such as the PSU discussed above and RAM (that RAM is DDR3-1333 while what you really want is DDR3-1600). My suggestion is to play around with the PCPartPicker and come up with a system with parts you want.
Try this $710 PC build. Substantially better parts. Good case, PSU, CPU, Motherboard, RAM all from reputable companies. Still needs an OS though.

I'm not worried about an OS I already have an install disk. The ram I can upgrade shortly afterwards, I'll deal with the slower speed for a while. My hopes is with the next gen consoles using amd cpus, that I can go for the cheaper FX-8350 and still get a powerful cpu from it.

I'm just giving food for thought but all reviews suggest that Intel processors are vastly superior to AMD processors especially in terms of gaming and power consumption. The build I suggested is around what you'd be paying with that combo PC deal and graphics card listed ($710 vs. $680) which is nominal especially considering you are already thinking about upgrading it before you even bought it. My build will also give you better results and you can wait longer to upgrade. If you want to save some money perhaps go with the I5-3470 or 3570 instead of the the newer i5-4570 (released about a month ago). They are still more powerful than the AMD-8350. For more information see here (quote from there: "Costing the same and providing up to 30% performance advantage over the FX-8350, the Core i5-3470 is a far better choice. We simply can't recommend the new FX-8350") Also note that if you want to overclock, get Intel processors ending in k and a motherboard with z87 instead of h87.

Combo pc deal < With this bundle what kind of a gpu would I be able to place in it without having to change the psu immediately.
For example would I be able to put in a Radeon HD 7870
