How exactly will people be able to get other people's accounts deleted when you have to provide proof of ownership? I don't get it.

Steam is most likely legally obliged to have this option. With that said, that entire once you delete it, there is no way back will cause a lot of problems. From people being drunk/high/stupid, to angry partner/ex-partner and hackers/criminals there are so many ways a account could get deleted without the actual owner of the account actually wanting to delete it.
Maybe have some actual personal and age verification process first. And force people to sign an actual document (you know like that paper stuff) to delete the account on top of just doing some clicks, enter a password once or twice and write a sup ticket. Deleting an account should be something that forces you to jump trough multiple hoops, but since Valve is lazy as fuck, that won't happen.
Probably won't take too long until some sort of Locky targets Steam accounts now.... Le sigh.

What I'm wondering is, although I think I know the answer already, would used CD/Steam keys become usable again after deleting the account? Reason is, many moons ago I used my Condition Zero key on another Steam account (forgot about my main one, heh).

No, terminating the account does not free up the CD Key to be used on a different account. Once a CD Key has been registered, it cannot be registered again.

It actually isn't a full delete. I just wiped out all my alternate accounts, which was surprisingly pretty easy. They let me do it all in one ticket. I'll be doing my main account, so I can finally move on, in the coming days. Just need to finalize a few more things.
It removes your games and community info, then reverts you back to the original state of the account with your steamID64 being all that is left as your profile. Example..
You can't log in, once you log yourself out. I was still logged in after it happened and it showed my login username and the whole, "You have been blocked from the community," message, on everything.
I had my bots still on my list and I couldn't just remove them. They still had their names, but it said add as friend, like they allowed it to send invites. It was weird. I had to add as a friend (Which had them show up as both friends and under invites), then remove them, to get rid of them. Once I readded them, the SteamID64 became the username and I couldn't send them any messages or really do much, outside of remove them. If you have people on your list that look like they can't be communicated with, especially if after this week, you see them not log in for a while, it may be remnants of the old accounts. They would still look correct, until you dealt with them. Fair warning to people.
As for doing it with support. I provided proof of ownership and all they asked for was for me to state that I knew that I wasn't going to be able to use the accounts again. I did and then a few hours later I got a reply stating that they had taken care of all of the accounts that I requested.

I don't want it, but felt obligated to keep it instead of leaving it behind. I stated many times over the past few years to different people, that if they ever let us delete accounts, I would do just that. I didn't want to be a hypocrite. Huge burden off my shoulders. Very time consuming and expensive.
The real question you should have asked is why would someone blacklist me, after I posted that I was leaving and some helpful information? Are they going to punish me when I am taking part in no giveaways and going to be gone as soon as I finish moving my inventory to someone. Talk about wasting a spot. ;)

Why someone would blacklist you? Because people are people, and people tend to be rather stupid.
Anyways, i'm still curious about why anyone would permanently delete everything, especially someone with an account like yours. So many games, so many items, and everything will just vanish into the void.
Took so much time (and money) to build. I guess you're the "burn down the house" type of guy?

Yeah, they are stupid. Blacklisting someone that just said they are leaving. That will be a heavy punishment.
I just didn't want to leave anything behind, so I didn't leave in the past, when I wanted to because there was no account deletion option. It's hard to kick an addiction unless you can get yourself away from it and as long as it would be sitting there, I would always be thinking of it.
Now it won't be sitting there, anymore, so there is nothing that can draw me back in or make me feel any regret.
I wanted out for a while, this just gives me a chance to do it the right way, for me.

Kept thinking of those games and items, from a different perspective, which is deleting something you created for so many years. It seems wasteful, even though it's just a bunch of data.
I.e. like a card collection, or you learned Klingon, or whatever. You know, something "more or less pointless", that you still enjoyed for some time, that's basically a part of you, and soon it will be just gone.
No reminder, nothing, it just vanishes. Kinda like keeping memories, good and bad ones.
Does that make any sense?

To you it might make sense, if you were in the same position. To me it doesn't because I have to do what is right for me. I don't want to do it anymore and I don't want to leave it behind. For me it is complete it or delete it. I don't want to complete it. I enjoyed the time I spent, for the most part, but I don't want to go further. This is already a finalized decision and one I am very happy with.

It will end exactly as I predict. I've never been a poor decision maker. I make the right ones for myself. I know that I won't ever care that I quit Steam because I know how excruciating it was becoming, trying to keep up with being a collector. I look at time and money spent as being a journey, not a means to an end collection. The journey was nice enough, sure, but it is time for me to end it. I won't regret it. I think you just assume that everyone will, but not everyone is the same. I have Aspergers. We tend to only make logical decisions and logic tells me that I don't have it in me to do it anymore. It also tells me that I would never go back once I fell behind collecting and that I would never regret it because of the same reason, as long as I could delete the account. That was always the key part.
My addiction was winning when I couldn't quit it and actually leave it behind. I have wanted this for some time, but it wasn't possible. I can tell you with 100% certainty that I will never come back (Knowing how bad it could be the first time) and that I will never regret leaving it behind because I experienced all the highs and the lows. I have always been able to quit things cold turkey, if I want to and I feel like it is the right move. Both have lined up for me, so I am happy to be able to go.
I just need to wait for a friend to get online to move my inventory to him, as I don't see a point in wasting the hundreds of dollars in cards in it. He hasn't been around for a couple of days, so I haven't been able to leave, yet. I would be gone already, if not for his hiatus. As soon as I can move it, I am going to submit a ticket and be done with it.

Never doubted your judgement, and i do understand your journey. I partly think similarly, though i usually reach my stopping point way earlier... or maybe just spread more?
Maybe a clean cut is the only way to go. Please do not feel like i'm questioning your decision, i just find the whole approach and train of thought quite fascinating.

The short version is that I'm deleting it because I want to delete it and because it is a good decision for me. I don't like collecting anymore and I don't want to put the time in to all the things I do with Steam. I wanted to leave clean and the opportunity has finally popped up where I can. I'm not going to pass on it or wait too long for where they might change their approach.
I honestly don't care about how others would do it. I am who I am. I don't let their decisions or approaches effect me.
Now the long version:
Steam used to be a lot easier. Far less games, no cards to sell (And relist when prices change), and very few sites related to it. This is when I started. It was easy to start building a collection back then. The bundle craze hit and it got easier and easier.
Then came cards, gems, boosters, etc... I was then spending a ton of time on the market moving $500 worth of cards around to fund the game buying. More and more bundles, with repeats, that I was forced to trade because I didn't see a point in wasting money on them otherwise. Used to never feel like that, but it got worse and worse. It got harder and harder to collect. That is without even mentioning the insane rush of games to Steam, where we were seeing quadruple digit new ones, each year. Had to keep up with them.
I estimated that in a couple of years I would be so far ahead that it would get a lot easier and cheaper to keep up with the games. That would be nice. I got to be both of those even prior to this, as I knocked off 1000s of them. The thing is that, the other stuff wasn't getting any easier.
The market was taking up a lot of time, as I was dealing with over 1000 listings sometimes and even though I ignored lower priced stuff, it was still eating up a lot of time. Bundles and sales were happening more and more, as additional sites came to be. Trading was also taking up a chunk, as I was turning it into more games and gems to buy boosters, to get more games.
My free time was shrinking, but it was getting easier on the wallet. Very strange combo to buy the same amount or more, but actually see the amount it costs shrinking. The more I bought, the more I had to sell and trade, which meant more time needed. Buy a bundle, break it up, and sell the rest. Get card drops off the bundle game, list them... Get some gems off the rest, buy boosters, list the cards, relist the cards, relist again...
I was continuing to spend less and less real money, but more and more time. I want my time freed up, for the future, more than anything. That will be the biggest relief. I also have lost interest in gaming, so either I waste time doing it, but don't really like it, or I am collecting for nothing. I used to love to game, I just haven't had it in me for a while and actually went 7 years, prior to coming back to Steam, without playing a PC game once. I figured out, with Steam, that I don't really want to play video games anymore and this is probably going to be a lifetime thing, for me. I should have stayed away from playing them. I just don't like them. I did when I was in my teens and early 20s, but now, a decade later, I don't. I like my life more when I am not gaming. I missed that as much as anything.
I never knew Steam was going to blow up like it did and it kind of trapped me. If they hadn't ended up with so many games coming out at once, I would have been close to being caught up. Instead it went from trying for 5000 games to trying for 9000 games, then soon 10,000. It was Steam that got out of hand and I just got caught in the middle of it, without an exit plan.
Now you know, but I don't want to talk about it further. My decision was already made, so I am wasting words explaining something that is happening regardless. I wasted time to explain to you that I was sick of wasting time on Steam. ;)

Those tendencies can be quite addictive, or start to become rather excessive. I guess plenty of us on SG got similar habits, maybe not to such an extent, but similar nevertheless.
Anyways, i did not expect another answer, especially not such thorough one, and i really did enjoy reading it.
It certainly was not my intention to keep you here, or waste your time.

Not sure if you're still around anymore, but if I were you I'd try to sell my account. I know the Steam TOS doesn't allow it, but it shouldn't matter to you, as you want to leave anyways. So the fuck if they ban you ;)
With so many games lined up you should be able to get back at least some compensation for your time and effort, no?

He could have given his account to a friend (irl or online) or to the neighbours kid etc. It'd be just as good as deleting it since he wouldn't be able to get it back easily. At least someone else would be using it and it wouldn't be a complete waste...

Honestly stop caring about people that blacklist you, i just don't give a shit anymore,i'll say what i wanna say and if people hate on it and blacklist me then so be it .. most of the time they just don't say when they blacklist you since they can't / don't want to discuss about what you said.... therefore i'd suggest you to just post what you want to post , blacklisters take the " cheap way out " in my POV.

I think you misread what I said. I didn't care. I was joking that I said I was leaving for good, by deleting my Steam account and someone decided to blacklist me because I put that. Does this mean you're screwed if they know your account name?
(because with russian kiosk you need to enter your steam account name...which they don't know if it's really yours, do they?)

Indeed, and they should also check every account that is being procesed for elimination (as I dont think many will do it) to see if the account hasnt been involved in some "suspisious" activities.
