Well you did an ultra stupid thing, your game is region locked on activation and also region locked to work, and using VPN is bannable. So there is nothing you can do.

I used to purchase many games from Russia and i've never had any problems with that.

Steam changed that thing several months ago, if it was possible to play that games even using VPN to activate them, now it's not. Now they don't see your location only by IP but also by other information.

There was two types: activation by vpn or requires vpn. There is no "activation only" games now, so you are always required to run the vpn while you play too. Contrary to what others have said, steam doesn't give a crap about VPNs as long as you don't use it to actually buy games in steam store, which is illegal. Steam eventually got smart and realized how much money people were saving buying russian gifts on other sites so they ended it. It was fun while it lasted.

Edit: People are saying it doesn't look at your IP anymore, which is probably true so VPN is useless in that case.

iirc it's based off of where your steam store location is set.

That's the way it should have always been. PSN and XBOX Live were like that AFAIK.

Yup, especially if you want people to purchase from your store and not a third party site.

You are from Poland and as far as I know, RU/CIS region locked games can't be played in Poland, so it's your fault and if you try to bypass it, you could get banned.

No seriously,Steam changed their system few months ago.Using VPN is against their policy now and doesn't work most of the time and even if you somehow managed to activate the game. You won't be able to play it.The only thing. There's nothing you can do unless you consider selling your account to a Russian which is also AGAINST steam POLICY.

VPN is irrelevent in some, or maybe all now, situations with Steam. Accounts are set and locked to a certain region, they don't check your IP anymore. The only way to change regions is to make a purchase on Steam with a funding source from another country.

Contact support and explain you mistakenly activated a game from another region and that you can't play it now, even though you were able to play it for the first time. Tell them this only happened because of their faulty system, after all you shouldn't have been able to activate a region blocked game. Ask for the game to be removed from your library and added to your inventory as a gift. If they accept it, try to trade the game for a region free copy or keys or whatever you want. If they don't accept it, ask for refund (if applicable - don't really know where you purchased you copy). Best of luck.

Steam TOS offender and a liar. Being a jerk is one thing, but doing two mistakes I mentioned is a completely different thing. Worth a banhammer.
