Ok, I figured it out...it's a misleading error message on ESGST. It's actually doing a sync, but I haven't entered the API key on this PC for ESGST to run its duplicate entry script. So, instead of telling me that the API key is missing, it is reporting that I'm not logged in on Steam.
Whew, mystery solved.

Ok, so this is weird. I keep trying to sync my account, but it fails every time, saying that I'm not logged in to Steam. I have the Steam client running (obviously, logged it), I've logged in manually on steampowered.com on both Chrome (which I'm using here for SG) and Edge (because it's so integrated with the OS), and it says the same thing. Oh, and I've logged out of SG, then logged in again USING STEAM (so obviously it couldn't have done that if I wasn't logged in to Steam), and it still doesn't work. Same error message.
Anyone else ever have anything like this happen?
