I though you were talking about the Greenlight Abomination called "David Simulator", but the world became a slightly better place today as that got removed. (Link was http://steamcommunity.com/sharedfiles/filedetails/?id=460328069).
It was really just as described, and made by a guy named David Tatikashvili.
By comparison the game linked looks like the Next Big Thing, although it really reminds me the most of the various (usually crappy) FMV adventures that boomed in the early 90's when the CD-ROM was new.
