I do a borderlands goty giveaways, i give him the link for the gift, and what he tell me? its used?
The gift is perfect no one used it, and him accuse me to be a cheater, its him the cheater, really to many kids here, im really angry, i do this for the community, im tryng to help, and what i obtained a thief?
And he accuse me to be a cheat? really im thinking to never giveaways nothing

Can you at least check if it's used or not? Or check his game library? Check the Activities to see if he got a new borderlands game recently?

Also, would be a nice idea to limit giveaways to higher levels.

I had the same problem... Traded humblebundle game for another one. He said game is for friend and we traded. He said his friend said gift was claimed alredy... I was preatty sure it wasn't but I decided it was my fault, so I give him one ToD insted... I've writtren to HB support and they replyed me within 10 minutes. I asked for mail on which it was activated and I got it :) It was activated by his friend so he apologized to me, give me back my ToD and even one more game. If it is from humblebundle or side like this, you should try to contact support, maybe you will have same luck as me :) and sorry for bad english, but I hope you understand what I am saing :D

if you bought yourself a bundle or the game in the store, you should be able to check it....if you
did get the link from a thirdparty (like tremor) you can´t. ( and you can´t be certain it´s not used!!!)...in this case the only solution for the future would be to use the link yourself,
wait vor the mail, and give the link in the mail the winner, with this link you could check how claimed + date

Most site gift links just say "gift has been claimed". OP can send support the gift link, and they can confirm "someone" used it. Some site gift links may include the date used too iir.

Well, that makes easier to solve! :)
If he redeemed it, contact SteamGift support and inform the winner received it (send a screenshot of something that prove so) and the link to his library with the game redeemed.
If he didn't redeem it, it must be in his inventory, so contact SteamGift support and tell the winner got the gift but he didn't redeem it.

Considering anyone can get Borderlands 1 on Steam by mounting a CD mini-image and using the granting tool in the Steam client, it's pretty foolish to bother with stealing a legit key.

Some people will do anything to get a free game.
Sometimes they will even take it and regift/trade it.
I haven't had a problem before, but I hear that this happens sometimes.

They're just greedy and want more. That's why I told you to set the limits higher. People with higher levels often understand what it takes to do giveaways and what the rules are. There are a lot of dummy accounts at level 0/1. Do level 2/3 to be safe

there is no such a thing as "safe" level ;p I already seen lvl 5 regifters ;p Higher level just eans lower chance to get a cheater, but each level will contain cheaters.

if it was a steam gift it will be visible in your steam history that he received it. He cannot mark not received before 7 days and hopefully by then he will have his sorry ass banned for attempting Scamming / Feedback Fraudand you will have your GA marked as received by support.

I'm sorry that the piece of shit tried to milk one more game out of you. I suggest you make a support ticket to explain what happened. It would probably be wise too to contact HB and ask them to cancel the gift, so that the thief doesn't enjoy his ill-obtained game.
