It's usually sound to take everything in the Guidelines in the most literal sense, as it is severely outdated.
I have no idea why that PSA is closed, but if you search for "begging" in the forums, you'll find several "begging" joke threads closed by moderators. I doubt things have changed since then, though having a support member confirm would be better.
