IIRC, level 0 covers more than half of the users, while level 1 only about thirty percent. So even level 1 giveaways can give you about 1.5× better odds.

Funny thing is… last week someone won from a cheap bundle game from me, who still hasn't activated it. I checked and that person registered like 30 minutes before on the site, so one of his earliest entries won.
