Ok, so he creates almost only Private/Group giveaways, with mostly bundle trash.
However, his GAs usually have around 100 entries.

Maybe it's not the perfect, charitable gifter conduct, but what exactly in his behavior is facepalm-worthy or losing-faith-in-humanity-causing?

Well, support can suspend every other entrant in a giveaway right before it ends so the system is forced to choose them as the winner. It's not against the rules now, is it? No rules against handing out unjust bans!
