They should have no level restrictions. If you click his name to view his giveaways, you can see the 3 invite only giveaways that end in 1 day that have the lock icon next to them meaning they are invite only. If there was a level restriction, you would see the level requirement next to the lock icon. You can view my profile to see what it looks like, I currently have three level 4 invite only giveaways running.
