It looks like episode 1 was removed from Steam and you can now only buy the complete edition or episodes 2-4 as DLC if you purchased episode 1 in the past. I think SG support can add it back to the giveaway list if you create a support ticket. Select the first category "add game to list".

Most likely since there not seem to be a Song of Horror Episode 1 for some weird reason...
For me Steam shows: Episode 2, 3, 4, 5, 2-5 and complete edition

Originally, Episode 1 was sold on steam along with the others, I bought a copy myself.
Recently, because of the imminent launch of the last episode (5) the devs chose to replace Episode 1 with the "Complete Edition" which was a weird decision in my view, there was no harm to have both complete edition and Ep 1 as options, a new player might want to just pay the first episode to dip their toes in.

That explains since it's weird to sell 2 to 5 but not 1 and like you said sometimes people rather buy episode 1 to try it out before buying all others and since it's episodic already anyway it makes no sense for them to change it.

I think the Steam "Complete Edition" is only the Episode 1, because I activated the giveaway and now it says I have it (Complete Edition) and if you scroll down it says: BUY EPISODES 2-5 HERE, and links to a multiple buy of dlcs.
