I went to "Steamgifts tools" website but I have not found such a feature. Could you post me the link where I can see this statistic updated?

Do each level include the ones above or just people at that certain level?
for example is it level 9 and 10 that are 116 (making level 9 116-76=40 users)
or it is that purely and only level 9 have 116 users?

if steam decrease the price of games, decreased level? but for what reason are less of every level.... and some level 0 disappeared?....

because more people gave stuff away, so they gained levels and there wasn't as many new sg users who increased the level 0 bracket by much.

Current full Steam store price in the US region. So 60. Goes for any game not considered bundled, despite the current sale price on Steam or any other reseller. Even if the key is region-locked to a cheap region (so even Russians get 60 dollars of CV if they give away a CIS-only key in a region-locked giveaway).

Giveaways for bundle games created after the bundle date will always receive 15% of their value. For example, if you gift 2 copies of a $20 bundle game, you would receive $6 (3 + 3) in value towards your level. Keep in mind that changes to the list of bundle games will apply retroactively, so if a bundle begins today, attempting to gift the game before it's added to the list will offer no advantage. Games may also be added to the bundle list if they're available for free during a promotion, or if they're highly discounted in a sale.

Well, I created 10 GAs or so, in worth 120 dollars, but I am still LVL 1. :( What´s wrong?

As you can see here: http://www.sgtools.info/sent/BlackBurningHaze/newestfirst all your GAs are bundle GAs (aka they are on this list: http://www.steamgifts.com/bundle-games ) - if you read FAQ (http://www.steamgifts.com/about/faq) you would know that bundle GAs are worth only 15% of their value, so your real Value is 16.95 $ which makes you lvl 1. If you want to level faster give away games that are not on bundle list. Keep in mind that not only being on bundle like IndieGala or humble makes game go to bundle list - games that are also available very cheaply in any Steam Region (95% off or more of US Price, usually it means anything 85-90% Sale) or in cheap/exploitable promos also end up on the list. Read FAQ, it's all explained there.

So how far can it go? I mean would pricey AAA title drop down to 15% of its value if it will be bundlled in the future? Or even scarier perspective - some website starts to give it for free... will that title lose all value in that case?

Not if you give it away before the game gets bundled. You are still losing CV though if the price of the game decreases over time.

As Tzaar pointed out that's the unadjusted value of the games you've given away but for Level what counts is Real CV.
You can see your Real CV here. Basicly if a game is on the Bundle list you will only get 15 % of it's value as Real CV.

So I made this topic for people who wonder when they will level up. I based this list on cg's post days ago and after seeing the Real CV calculator tool that our fellow SG user knsys created here I realized it's pretty much in line with it. The mistake most people make is, that they base their CV on the "Gifts Sent" value, but that one now counts all bundle games with their full value. You don't get 30$ CV anymore from your first few bundle games, they are now always calculated into your CV level with only 15% of their full value. Also you need to have at least 5 entries on your giveaway. For a full explanation of CV Levels and Reduced CV/No CV giveaways click here and here
You can check your Real CV here and compare it to this list (kinda redundant now that knsys added your specific range to the calculator :D)
I try to update the table from time to time, if you need the current live numbers check here at the bottom of the page.
