Yes, but u don't know this.
Do you have another key to give if first key is used? If no, u could ask support about giveaway deleting (after 7 days).

Reveal button is just cosmetic thing, there's only one thing in FAQ and guidelines about it

TBH thats terrible, what if the guy has used the key, you dont know that either, if the guy ask for a reroll and the key is used when the next winner is chosen? what if he ask the giveaway to be deleted will he just straight up lose the game? You shouldnt not even ask if he has "another key to give" if he just got scammed.

What I say apply to all scenarios, the site has no security systems for situations like this, the overuse of sgtools, itstohard and invite only giveways posted prove that all regular users are aware of the (high) possibility of scammers especially level 2 or less.

You can joke all you want, It mau be a 0.03 game but its his 0.03 game that he chose to give to a stranger and you cant ill talk about that.

Nobody got scammed, winner has 7 days to activate his wins.
If giveaway creator has no extra key and he is not sure about 1st key - reroll is bad idea

You may try pinging the recipient on one of their old GAs. Don't assume the worst, there are plenty of reasons someone may have forgotten or been unable to redeem. Maybe they're out of the country and can't redeem right now but confirmed it was there, maybe they haven't had time to log back in this week, maybe they've been sick and just don't care.

First, try to contact the winner on one of their older giveaways or better yet, on Steam. Ask them if there's anything wrong with the key they've won etc ;) Maybe they just forgot about it, for some reason.

Or just use the email that is provided and then use that as proof that you have sent the key both on site and in email.
