Items are on a different service completely (Inventory servers) from games and DLCs, but yeah, looks really weird: "Here are your badges... but you don't have any games".

same here ... i can play but some features are missing --> library categories, CS:Go inventory, can't view friend activities etc..
Annoying stuff but launching steam in offline mode helps to get back categories and play without online sync
