Should crafting the Monster Summer Sale badge drop a card ?

Then they must have changed it since last sale. I remember being annoided that the new card drops were completly uneven after I crafted my winter sale badge and I had to swap the remaining ones which dropped a few more and so on and so on. :D

I read somewhere that crafting a badge for anything EXCEPT the event drops a card

I was just crafting the Monster Summer Sale badge and noticed that I only got a profile background and emoticon from it.
Normally I would expect it's just server hickups and the cards will drop later but the weird thing is I crafted 2 normal badges to confirm that (Deadbreed & Speedball 2 HD) and those dropped 3 items (background, emoticon and card) as they are supposed to.
Now I was wondering did they change it from Winter Sale and now crafting the sale badge doesn't drop cards anymore (maybe to avoid sort of an infinite loop) or is it just a bug ?
Edit: In retrospective I should have rather said "Does crafting the Monster Summer Sale badge drop a card ?"
