I had a choice between buying DR2 or DR2: Off the Record. I bought Off the Record, and ever since there's been 10x more giveaways for that one than Dead Rising 2.

I can confirm this, activated it a while ago and it's still that way, even if SteamDB data implies otherwise (check the "for UNCUT!" group and curator for more great infos on censorship and region locks).

This. The information on the store page is just plain wrong, as is often the case with external key stores (Indiegala, Bundle Stars, Humble Bundle etc.)

Nevertheless, the information on the store page is wrong and that is Capcom's fault, not yours. The information in the group specialized on region locks and censorship is far more accurate. (There was never an "install or update" lock on the title, btw.)
(If you are giving away a gift, not a key: gifts always work in Germany except for very few blacklisted titles (Wolfenstein: TNO/TOB, Sleeping Dogs Definitive, Kane & Lynch 2 (uncut)), and even those can be activated when done right).
Last (publicly known) activation of a Dead Rising series key was a month ago: http://steamcommunity.com/groups/foruncut/discussions/0/135512931357506491/
If you don't trust me, trust all the other guys in the group that activated, installed and played the Dead Rising titles from Germany ;)
