Just be careful about one thing: if you win a game, you MUST activate it in the Steam account you entered the draw with (and make sure your owned games are public in your Steam privacy settings). The site syncs with your Steam Account and if it sees you won a game but it's not in your Steam account, you can get suspended.
As for the details of how the website works, the FAQ mentionned by junkcatch22 is indeed your best bet.
One last thing: don't get discouraged. You might enter hundreds, perhaps thousands of giveaways before winning some. The more participants in the giveways you participate in, the less chance you have of winning, the longer it'll take for you to win something. But with patience, you will win some. And maybe you'll give some back too, later, to level up and participate in more exclusive (and higher odds of winning) giveaways.

In order to more directly answer your question, you gain 6 points per 15 minutes up to a maximum cap of 400. This corresponds to roughly 16 hours to go from 0 to 400 (384) and means that you need to visit the site at least twice a day if you want to maximize usage, while still providing buffer time for work/study and sleep.
The maximum cap can be exceeded only by surplus points from removed entries. This ensures that no points go needlessly to waste when entries are automatically removed due to deleted giveaways or multiple entries for the same game, for example.
When at or above the cap, point generation is suspended until you are below 400 again.

Few key factors to increase your odds:
1) How many copies of the game are being given away. I have seen some giveaways with 10,000 copies, meaning 10,000 people will get a key for the game.
2) Time/Duration of the giveaway. Some will end within an hour after creation (less people will be in it). Some giveaways last many days or weeks, so lots of people will enter it in that time making your odds lower. I mainly check the site a few times and factor in when the giveaway ends vs how many people are entered.

Depends what you want to win. A "mistake" I and many new people made was entering the "10k keys for a game you'll never play!" type giveaways in the beginning. If you are active in the forums for invite-only giveaways, or join some newcomer groups, the chances to win will be higher. I remember reading posts like that mentioning around 1k entries for first win, not the mass key types, but regular ones. There are also giveaways locked to higher levels so as you gift out games and reach higher levels, more giveaways will become available with slightly better chances.

It's honestly based entirely on how active you are, and which giveaways you enter. It took me 4 years, but then I wasn't really active during that time. As soon as I started being active, giving away games, and increasing my SG level, I started winning giveaways too.
On average, expect to win 1 game per 1000 giveaways entered. But if you're active, generous, and lucky, you can have much better results.
