Never heard of that site nor bought from there.But looking at the prices on kinguin you can see it's way bellow the average,so I don't really know.I would stick with a known website.Kinguin for example even offers buyer protection if the cdkey is not working or they do not send it to you,they give you your money back.
EDIT: site is legit, just tried buying tomb raider(which is still 2 euros more than the average price on other sites ), the process is a bit longer as you must provide a cellphone number and they send you a code there,once you insert that you get your cdkey instantly.Looking at the other deals the prices are pretty much average,with some good deals.

If a key is region locked, it says in colored text in it's descriptioncor so,ething like that.It's really a gret site for buying games, maybe better then steam sometimes.

You can usually buy every single game that is not region locked in other stores even for less. Keyshops just find very atractive sales (e.g. Amazon bundles), buy lots of keys and then resell to others. That's how it works and that's why only region restricted keys are by far cheaper. But it's still buying from second and unsafe hand. Not worth the risk.

Kinguin is really safe mate.I bought lots of games from them(not really, but you get the idea) and they also have buyer protection I think, but never had to use it!

There's one simply method. If keyshop sells some region locked keys that need to be activated using VPN, then it's a shady bussiness. None of legally working sellers won't tell you how to bypass regional restrictions of their games. It means that those fishy keys come from some really cheap countries, were bougth there (maybe in a legal way, maybe not - e.g. using some stolen CC) and now are just reselled on higher prices (but still very attractive for US/EU customers).
Note that most of the official shops have some kind of filter allowing you (or not) to buy specific games. If game has some restrictions in your country then it simply doesn't show on database or Purchase button is missing. It prevents to buy something you can't activate.

I can say from my experience that if shop makes some shady bussiness then it HAS at least one region restricted key on list. And this note appears when the shop tries to sell its keys on the US or EU market (which means always - those keyshops don't sell games in RU and CIS regions).
But maybe you're right, I just avoid them because instead sparing few dollars I can lose much more.
You want even simpler and better method? Buy only in GMG, GG, GGG, GameFly, GameStop, Nuuvem or directly on Steam.

You can use VPN to purchase from them, it works and at least you'll be purchasing from a legal digital retailer. They are happy to sell it to you but are forced to restrict it due to publisher demands. Although I dont know if you'll be able to register NA copy to your Steam account without VPN. Use it at your own risk.
