Question about giving away a game

Hi people, I hope you are all ok. I have a doubt, I want to make a giveaway but my doubt it's if I can gift a game to someone I just added as friend? (the winner in this case) Can I gift him a game immediately? Or does he need to be in my friendlist for sometime before I can give the game to him?

From my expeirence if what you mean is add a friend and then click "buy as gift for friend" then yes it does not matter how long they were on your friends list.
