Only resolution I can think of is ask the winner to allow you to delete the giveaway and give them an alternative game. I am from UK so I wont have problems with giveaways using steam games as far as I know but other regions will vary which is why its such a headache with any steam key from now on. SG need to make giveaway regions for steam keys so this wont happen in the future.

Dont feel bad. There are hundreds of giveaways having the same issue with you I suspect. I am just pleased that the winner did not give you any aggravation over this. When all the people on SG stop buying games to gift on steam due to issues like this, we may see a reversal in the decision when it starts to hit valve's bottom line. Anyway, that's what I hope for. Germany (EU1) region is more expensive than Canada.

Steam Store is useless to gift games between regions since the latest changes. Not worth the hassle. Stick with the keys for that matter.

Both regions are ROW but since those changes it only applies when we're talking about keys, not Steam Store gifts.

If you got the game on sale now (80% off) you pay ~1.44 euro for the game. The recipient in Germany would pay 1.99
Oh the horror, they would circumvent regional pricing by 0.55 cents, that's 38% more expensive! /s
The new gifting system is so pathetic!

Sadly that's what they did, the gifting system is basically useless now.
I can only hope that the number/profit of sales decrease because of this as well, but I doubt it.

You could always VPN to EU and pay the higher price, then gifting wouldn't be an issue. At least personally don't think they are trying to fight against people paying more for games.

Did not know about this problems. Stupid decision. But if they stick to it, they should give option to pay more to cover the difference. F. E. Say it is region restricted and due to price difference you should pay additional 55 cents. But to be honest opposite should be also possible, I mean to reduce price, but I guess this would not be implemented anyway.

Maybe Canada should be added to the list of regional restrictions when adding a new giveaway. But with the new gifting restrictions that may as well mean half of the other countries should be added as well...

This just reaffirms my decision to not buy anything from the Steam store and get all keys (both for me and for gifts) from other stores. I hope more people boycott the Steam store, especially in the upcoming summer sale.

Since you seem to do public giveaways, you could have tried a reroll though. The chances to get someone from a cheap region in a giveaway under level 5 is like 90%. Heck, I cannot recall when was the last time I had a public winner from Europe or the States. :)

Valve really needs to just add a "pay the difference" option for cross region gifting. Add a popup saying the price is significantly different in the other region, show the new price you're being asked to pay, and give a confirm or deny option

And who gets the taxes you pay after that? The country you are buying from? The country of the recipient which triggered the additional price increase? How do you book it?

The country you're buying from. The buyer is the one paying the tax. It's exactly how it worked before. It just adjusts the price based on the region you're sending it to. There's no import tax on digital goods.

The 10% limit works only upwards. So if you can't gift to person A but person A can still gift to you it just means your region is over 10% cheaper than theirs on that product. When sending to cheaper regions it doesn't matter if it can be bought on that region for 5% or 40% cheaper, only if it's more expensive(aka Valve losing money. When they make extra there's no problem :P )

Yeah the new system sucks. Basically the only safe way to do it is restrict it to giving gifts to people in your own country. SG doesn't have country-specific restrictions, and most bots people don't read descriptions so it's almost pointless to even try to give away anything here from the steam store anymore...

solution I've seen in few groups is sending money to winner's paypal so he can buy game himself, but it's very risky approach - I may be willing to do so with a group of people I trust, but not with stranger on public GA, because risk go both ways. Winner may get your money but not buy a game with it, or person sending you money can request chargeback after you spend it on a game and you will end up with negative paypal ballance.

Not quite, you can't chargeback money sent to a person. Only purchases from a shop/seller can be charged back.
So effectively the risk isn't much higher than sending a Steam key, and the person receiving it not activating it.
Alternatively, maybe you could find a trusted friend in the same region as the winner to buy the game as Steamgift for you?

Well that's pretty lame. On the other hand, as the party sending the game to the winner (or rather the money in that case) ... the risk is not on your side. All that could happen, is that your winner decides to buy something else with the cash, in which case they've failed to activate their wins same as if you had sent them a key.

As an american (conservative), I have no problem with swearing... or what the liberal party labels as 'hate speech', ie using derogatory non politically correct terminology. I do not personally believe there are any merits to censorship - but that is my own opinion and has no reflection on the administration of this website.

Is 'no shoes, no shirt, no service' a 'bullshit' rule? People in a civilized society must conform to the rules of that society regardless of personal belief, or choose to remove themselves from that society. I personally don't see what is so difficult in compliance with a 'vulgarity' rule in a site that most likely has many underage users.

It is interesting to see how people have been interpreting my request of the OP. All I did was ask him to be considerate of a mixed audience when wording his title, something that most adults do automatically and a habit to which CG alluded in his Guidelines. There is no "vulgarity rule," and I said nothing regarding the foul language people have been using in the forum for years. (Although, true be told, there is more swearing in the forum now than there was back then, the majority of it done by a handful of individuals.)

Apparently, some people took my friendly reminder to be an ego-maniacal power-grab and imposition of puritan censorship. They are---to put it mildly---over-reacting, but this incident does still serve as a reminder to me of why most Mods avoid posting at all. Anything we say might be taken as the new "Law of the Land" simply because of our position of authority on the site.

The only thought I have is that you changed the word instead of just removing it. Is it truly any less vulgar when you see a grawlix or placeholder word? I see "Censored" in the title and instantly think "Hm, wonder what word was here? Aha, it was probably 'fucking'!".

If you think swearing makes an unfriendly environment, my opinion is that it's best to fully remove the word (and minorly reformat the sentence if needed), instead of just changing the word to something else. :)

I didn't change anything. I merely posted my suggestion/reminder, and that was all. Had it actually been me crafting the header, I assure you I would have been perfectly capable of doing so without resorting to vulgarity. I rarely (if ever) use such words when posting, so if any of the kids using this site are going to have it thrown in their faces upon opening the Discussions page, I won't be the cause of it.

I am from Ukraine and for games purchased on steam store I use small group (about 2k) for ukrainians only. This way is not perfect. Some users change currency from dollar to russian ruble. And beause of this I coudnt sent gifts and was forced to ask for reroll. All tree times it was granted without permission of the winner. Maybe because I had description with warning.

Buy CS:GO keys with your Steam wallet and sell them outside Steam. Then buy region free games anywhere with that money. Nobody should spend money on the Steam store anymore since they removed their most important feature: inventory gifts.

This happened to me today. It's sad that we have to regionally restrict games now if we're gifting through Steam.

The giveaway was requested to be deleted already (thankfully the winner agreed). Felt so bad that I sent over a game from my inventory that'd been there from before the new "no storing gifts" policy. Things worked out but man...

Maybe a warning should be placed on the create a giveaway page that tells about the whole regional pricing thing? That way less people would get blind-sided and upset.
