Because your main account's country is Italia, not Russian Federation. At least when I open your Steam profile it displays Italia flag. Not sure if you logged in to second account using VPN but you defintely not using it for your main account. Bear in mind that Valve may block your accounts because of that so take care.

Little piece of advice: You shouldn't advertise breaking Steam's TOS that openly, you run a high risk of getting your Steam account permanently banned.
