When posting links or content, that content should not force users, encourage users through reward, or primarily exist as a traffic source for users to perform an action for promotional, commercial, or monetary benefit. Such actions include but are not limited to clicking a referral link, liking a Facebook page, following a Twitter account, joining a Steam group, completing a survey, or making a donation.

You're welcome to reference what the promotion is, just not openly advertise the promotion itself. The "Where are those giveaways coming from" thread has become the place to mention ongoing promotions of that sort. See my recent comment in that thread as an example of how you can safely and informatively reference a promotion. Thanks to the site's search function (top left corner), it's easy to check that thread against ongoing promotions, with mention of such promotions still managing to abide by site rules.

Also, you can close a thread by clicking the green "Open" button in the top right corner. :)
