Those points are based on game's Steam marketplace price, to be more precise it's based on U.S.A's steam marketplace price (base price, not discounted price).
The highest point is capped at 50 points. It was implemented couple of years ago when there was a flood of cheap software/game bundles.

For example if you create GA for Cyberpunk 2077, it would be a 50P GA, even though it's $59.99 in US, $64.1 in UK or $29.7 in Russia. It would have been 60P GA based on US, but due to capping it's a 50P GA

When the game's price goes down your CV, or point required also goes down. Take Witcher 3 as an example, when it launched it had $60 price but now the base price is $40, so you need 40P to enter GA or get 40CV for gifting it. BTW points shown on GA only represents it's base price, it doesn't represent what CV you'll get after successfully delivering the game. For that look at "*" or "**" while selecting game for GA.

Info about how bundled CV value works is explained in the FAQ under the section "What are "No Value", "Reduced Value", and "Full Value" giveaways?".

Edit: It's not just for bundled games, but also highly discounted games. I don't remember the exact amount, but I think it is 95%. I think they take the value of the discounted game in every currency and then convert the sale price to US dollars. If that price is 95% off the US retail price, they add the game to the bundled list. I think that is how it use to work, but I'm not sure if anything has changed recently.

All giveaways are capped at a max of 50 points to enter, but the giveaway creator will still receive CV based on the full retail price. So if a game is $60, it will only cost 50 points to enter, but you will receive $60 of CV if unbundled or 15% of $60 if bundled.

First question is yes but in $ prices. Also maximum cv amount is 50 for one game so 60$ game = 50 CV. But i guess this is different through packages, i am not sure about that.

Second question i believe they count as 0 CV after deletion since SG basicly get their data through Steam but it could be changed since there is so much removal right now.

If you are asking for CV yes but total giveaway number doesn't change. To be clear there were even people who was losing a level because of this. I am not sure how it is handled nowadays though.

As far as I know, with removed games, they hold on to the last known price before it got removed BUT I could be very wrong on that though...

Giveaways are capped at a max of 50 points to enter, but CV is still calculated based on the full retail value. A $60 game will only cost 50 points to enter, but you will still receive CV based on the full $60.

The value shown next to your sent and received giveaways is the current full retail value of all the games. If you mouse over the number, you will see a popup with the real CV which is calculated based on when you gave the game away. If you gave it away before the date it was considered bundled, you will always get CV based on the current full retail price. If you gave it away after the date the game is considered bundled (or highly discounted, I think 90 or 95%, but not positive anymore), you will get 15% of the current retail price. If you gave it away after a mass giveaway of the game, you will receive no CV.

All values are always based on the current full retail price in US dollars. Sales do not affect your CV, but a permanent price drop does lower your CV accordingly. It doesn't matter when you gave the game away, CV is always calculated based on the current US full retail value. If you give away high priced games now and their price drops in the future, you will lose CV.

Games that are removed will be calculated based on the last know price. I believe this was done manually by support in the past, but I'm pretty sure it is automatic now. This is from the Change Log.

July 3, 2017 - Updates to how we sync game prices with Steam, which should result in games keeping their value when they're removed from the Steam store, instead of changing to zero value.

Giveaways are capped at a max of 50 points to enter, but CV is still calculated on the full retail price. A $60 game will only cost 50 points to enter, but you will still receive CV calculated off of the $60 price. From the FAQ section "What is contributor value?"

You might also notice that games valued over $50.00 will only require 50 points to enter. However, their full price will be used when calculating contributor values.
