You could try checking the "Fade out menu item after clicking" box, in Performance Options.

LOL I'm running out of ideas. Try using the task manager to kill "dwm.exe" it restarts automatically. But i believe this is a temporary solution.

Go into screen resolution and disconnect the given monitor. When the resolution changes, pick "Revert" and go back the way it was, then cancel out of the window. Easy way to reset the desktop window manager as necessary.
