I believe so as you're supposed to contact Steam and tell them if you move to a different country. I believe they can switch it to whatever region you've moved to. If you were just going on vacation, I doubt they'd switch it though.

That's most likely just a cut version of the game.

If you compare the RU/CIS version to the DE version you'll see the RU/CIS one has "PurchaseRestrictedCountries" and "onlyallowrunincountries" where as the DE version only has "PurchaseRestrictedCountries".

yes, it's also a thing that i don't understand, maybe same map(not completely), characters game engine and so on but it's a different story a different gameplay, features, it's not the same game. If sr4 it's a dlc then also cod, most of the sport games(where most of the changes consist in modify the teams), and many of the other series are just dlcs, or for who say it's just a dlc, a game it's new only if has a different map and a different character...

Exactly. Tons of games use the same engine for the sequel, and they even look the same game, but with new mechanics, characters, weapons and better graphics. So yes, this is a new game.
