yes, if originally created with the proper restrictions, but altering it now would be pointless cause most the entiries probably are not even within the proper region.. probably best to delete GA then recreate properly.

they either are new at gifting, or they were trying to circumvent the region restriction CV cut. (region restricted gifts give partial CV compared to row gifts)

or simply forgot the restriction i suppose xD

Yes, there is a way to make a GA RU+CIS restricted. Probably he just forgot. Rerolling might not solve this issue, though - new random winner could be from anywhere, too. The best solution in this case for giveaway creator is to give his apologies for all those who enter and delete this giveaway (and then create a new one with proper restrictions set). But he might be lucky and next winner could be able to activate it - who knows? :o)
