Restart Steam. Free weekend games generally won't work unless you've restarted Steam at some point after they've been put up.
Also, the Bugs / Suggestions forum is for Steam Gifts, not Steam. This is a Steam issue. This belongs in General, or better yet, on the Steam forums rather than here.

I've tried too. Restarted Steam a good 8 times now, tried different download servers, deleted the .blob file, did a full flush, and some other stuff. Welp it looks like I can't play ARK this weekend xD!

It just got fixed for me, Steam goes down for maintenance around this time almost everyday, and that "restart" added ARK to my library, letting me download it. Hope it fixed it for you too and anyone else having problems.
