To avoid a witch hunt. If it's allowed to call people out, then someone who gets called out can be harassed by lots of users who saw the post calling that person out (which means, anyone on the site). Meaning, that someone could have their Steam profile spammed with offensive comments, be added by and yelled at by lots of people, and other forms of harassment.

That's assuming that what the person calling someone out is even telling the (whole) truth. They could be lying and just trying to get everyone to hate on that person, or harass them. Or, they could be sneakily avoiding the parts of the story where they themselves messed up and/or did something bad. Also - regardless of whether or not their story is true - once there's damage done to a user's reputation, that damage can easily linger, even if that user is later exonerated. What if tons of people see a thread shitposting about a user, but only 10% of the people who now think badly of this user see a later post in that thread explaining how the user was wrongfully accused? Boom, 90% of people who saw the original shitpost now think that some user is a scammer / leech / asshole of some kind.

Then, there's the point of support needing time to properly look at any situation that might warrant a ban or some other form of punishment before it blows up and has lots of other factors (i.e. other users meddling with the issue and/or harassing users involved with the issue) thrown in. When a problem occurs, you need to isolate it, then deal with it properly.

First, regular users can't do anything anyway, apart from harassment.

Second, it's very easy for someone to make baseless allegations through misunderstanding or malice and start a witch-hunt against someone who didn't even do anything.

You have a problem with someone, you bring it to support, where things can be sorted out and moderators can actually take action, like suspensions. If you try to make it public and start a witch-hunt, no one will be able to do anything but harass the user and maybe even cause them to get rid of any evidence of wrongdoing before someone who can actually do something gets to see it. On top of that, you'll wind up being the one on the wrong end of a suspension, as calling out users is strictly prohibited. No public accusations are allowed here whatsoever.

tl;dr: You can't do anything with the information except fuck things up, because you're not staff. Allowing it to be made public would be 'retarded.'
