Just Cause 2 problem

Whenever I start Just Cause 2, it won't go on full screen, but that's not really the problem.

The problem is when I press alt+tab to check my browser and when I try to come back to JC2 it just shows up for a split second then comes back to my browser, I need help.

*I have a windows 8 laptop.
